RMNCH Specialist (X2)
JSI implements the five-year USAID DISCOVER-Health project to support the Ministry of Health (MOH) in the provision of quality health services and products. The project’s aim is to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal new-born and child health (MNCH), family planning and reproductive health (FP/RH) services and products at the district and community levels. The project utilizes and sustains a health model that maximizes the relative strengths of the public and private sectors to deliver health products and services that reach all beneficiaries and consumer markets.

Job Purpose:
The Sexual and Reproductive Health (SRH) Specialist provides technical support and guidance to /USAID DISCOVER-H programs and clients in the area of sexual and reproductive health, including family planning. She/he provides leadership for strategic planning and work planning related to reproductive health and family planning (RH/FP); coordination and monitoring of program activities to strengthen of RH/FP service provision; and ensures USAID DISCOVER-H achieves set SRH targets. Reporting to the Regional Director, the SRH Advisor provides technical supervision and works closely with SRH providers at regional and site level to ensure provision of quality services
Main Responsibilities
- Provide technical oversight, strategic direction and support for the implementation of USAID DISCOVER-H program activities in reproductive health and family planning
- Ensure technical excellence and quality of USAID DISCOVER-H RH/FP activities across the continuum of care, with a specific focus at site level
- Develop/review evidence-based clinical training materials, performance standards, and supervisory systems needed for program implementation
- Provide training, mentorship, and capacity building to USAID DISCOVER-H providers in the effective provision of modern RH/FP services
- Monitor and supervise the provision of the range of USAID DISCOVER-H RH/FP services and products and ensure quality
- Provide leadership, in collaboration with the Deputy Project Director – Social Marketing and the Social Mobilization and BCC Advisor, in RH/FP advocacy and demand creation to increase uptake and utilization
- Design mechanisms involving USAID DISCOVER-H community health workers and community groups to harness and implement proven community strategies aimed at promoting uptake of RH/FP products and services
- Ensure USAID DISCOVER-H RH/FP activities are technically sound, evidence-based and responsive to the needs of program beneficiaries, USAID and MOH
- Foster networking with the PMOs, DMOs, mission hospital, the private sector, and key community structures in promoting uptake and access to RH/FP services in partner provinces/ districts
- In collaboration with national, provincial, and district health office counterparts, contribute to developing and implementing health services strengthening strategies in the area of RH/FP, to ensure quality and sustainable programming
- Develop/review evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials needed for program implementation and provide leadership for capacity building
- Participate in and represent USAID DISCOVER-H in SRH technical working groups and other professional fora
- Work with USAID DISCOVER-H M&E staff to design and implement a plan to track data/results related to SRH
- Provide supervision and mentorship for SRH providers at regional and hub-site level;
Required Qualifications and Skills
- Degree/Diploma in Nursing or equivalent or Clinical officer with specific qualification in sexual and reproductive health strongly preferred
- Minimum five (5) years hands on experience in the area of sexual and reproductive health
- Experience in adolescent sexual and reproductive health (including contraception for youth, HIV prevention with adolescents, young motherhood programming and family planning) strongly preferred.
- Strong record of fostering new and effective partnerships, team building and collaborative implementation
- Proven ability to develop and oversee implementation of program work plans and coordinate/manage field staff implementing these plans
- Proven skills in the integration of HIV and SRH at district and community level
- Demonstrable expertise in capacity building, including facilitation of training and coaching of health care providers through supportive supervision
- Excellent communication (oral and written), interpersonal and advocacy skills
- Ability to work in a team and to lead a team
- Experience in quality assurance of RH/FP services an advantage
- Ability to travel frequently to provide technical support to the regional offices and USAID DISCOVER-H sites in both urban and rural communities
- Computer literate in Word, Excel and PowerPoint
- Registration with the General Nursing Council Zambia or the Health Professionals Council of Zambia
