AGRIBUSINESS AND TRADE PROJECT

BACKGROUND

The Government of the Republic of Zambia (GRZ) recognizes that agribusiness and trade offer an opportunity for economic diversification and job creation in Zambia with an impact on poverty through more and better jobs, increased farm incomes and increased productivity. The Ministry of Commerce, Trade and Industry (MCTI), on behalf of the GRZ and working with other key Ministries such as Fisheries and Livestock, has taken a leading role in the development of agribusiness and trade.

A key intervention in these efforts to diversify the economy will be through the Zambia Agribusiness and Trade Project which GRZ is planning to finance with a credit facility from the International Development Association (IDA) and International Bank for Reconstruction and Development (IBRD) of the World Bank. The project aims to contribute to increased private sector investments. firm growth and employment in agribusiness.

To assist with the implementation and management functions of the project, the Ministry of Commerce, Trade and Industry seeks to engage a Project Manager for a period of 24 months with possibility for extension based on performance and mutual agreement. The Project Manager will work in close collaboration with MCTI and the World Bank Task Team on the Agribusiness and Trade Project in discharging their duties.

The Ministry, therefore is inviting suitable applicants to fill the position:-

PROJECT MANAGER

The Manager will be responsible for the smooth implementation and day to day administration of the project with an overall oversight in Procurement, Financial Management, Communication and Monitoring & Evaluation.

The Project Manager will report to the Permanent Secretary – MCTI. The responsibilities of the Project Manager will include the following:

(a) Manage, supervise and ensure accountability in the Agribusiness and Trade Project Implementation Unit with regard to the Agribusiness, Procurement, Financial Management, Communication and Monitoring & Evaluation tasks of project implementation;

(b) Coordinate the technical assistance in the project components with respect to the recruitment and management of consultants and advisors;

(c) Establish contact with a wide range of Zambian private sector agribusiness players, industry associations as well as relevant government and non-state actors;

(d) Assisting with donor coordination with respect to additional relevant mitiatives;

(c) Monitor progress on the key performance indicators as outlined in the Financing Agreement and the ProjectAppraisal Document (PAD);

(f) Coordinate preparation for Project Steering Committee meetings and all necessary reports and plans for presentation to Committee; and

(g) Coordinate preparation and implementation of work plans and quarterly Progress Monitoring Reports (PMR).

(h) Frequent interactions with various private and public stakeholders

Qualifications:

  • University Degree in Economics, Business Administration, Agriculture Economics, Development Studies or any related field
  • Must possess a Master’s degree in any of the above fields

Experience and skills:

  1. At least ten (10) years working experience in a reputable organisation, five (5) of which should have been in a leadership position
  2. Demonstrated experience in managing large successful projects especially multilateral funded.
  3. Innovative with good planning and organizational skills.
  4. A team player and good motivator ofteams.
  5. Excellent communication and negotiation skills.
  6. Computer literacy is a must for this position.
